Environmental Standards Scotland - draft strategic plan (26) & Introduction of mandatory digital waste tracking (31)

While our aim is to provide information whenever possible, in this instance the Scottish Government does not hold the information you have requested in relation to the “Environmental Standards Scotland - draft strategic plan” and “Introduction of mandatory digital waste tracking”. The consultation on the Draft Strategic Plan was conducted by Environmental Standards Scotland (ESS) and any information relating to this consultation will be held by ESS. The consultation on the Introduction of mandatory digital waste tracking was conducted by the UK Government and any information relating to this consultation will be held by the UK Government. As such, I hereby provide you with formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested. You may wish to contact ESS and the UK Government as they may be able to provide the information you are seeking.

Consultations 1-3, 5-25, 37-30 & 32-42

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under Section 17(1) of FOISA applies to that information. The reasons why this exemption applies are explained below. Scottish Government officials operate flexibly across a range of policies and programmes according to the specific requirements of their work at any given time. They do not, as a matter of course, record the proportion of their time spent working on matters. Scottish Government officials would be involved throughout the production and analysis stages of the consultation process (in terms of both internal work by officials and engagement with external third parties) which would constitute part of the overall total cost incurred.

It is not possible to determine the internal Scottish Government costs attributed to staff time spent on the consultations specified in your request which would form a part of the total overall cost. Therefore, it is not possible to provide a “total cost” figure incurred by the Scottish Government for each of the consultations as specified in your request.

However, I have provided a partial cost figure for each consultation below for your convenience. These figures represent costs associated with the publication, promotion and analysis (if conducted externally). For some consultations, this activity is completed solely by Scottish Government officials and will therefore have low or zero costs in the table below. In some cases, only publication costs are applicable.
