Information requested

A list of meetings/events which Gillian Martin participated in during Climate Week, any briefings prepared in advance of these meetings/events, and any notes/minutes arising from the meetings/events.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exceptions under the following regulations of the EIRs applies to some of the information that forms part of our response to you:

  • 10(4)(e) Internal Communications
  • 10(5)(a) International relations, defence, national security, or public safety
  • 10.(5)(e) Confidentiality of commercial or industrial information, provided for by law to protect
  • legitimate economic interest
  • 10(5)(f) Third party interests
  • 11(2) Personal data relating to third party

These exceptions are subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exception.

We recognise that there is some public interest in release because it relates to the Scottish Government's activity at Climate Week NYC. However, this is outweighed by the public interest in the protection of Scottish Government interests and relationships as provided for by the EIRs, and the protection of third party interests and personal details.
