Response
The exact wording used in the question (‘creating’) does not translate directly into the recorded responsibilities of the different officials and Ministers involved in the publication of this document. However, in consideration of which officials and Ministers led the development and publication of this document, I have included information below pertaining to the different responsibilities of the different members:
- The coordination of the plan’s publication was led by the Climate Adaptation Team which sits within the Domestic Climate Change Division (DCCD) of Scottish Government’s Directorate of Energy and Climate Change (DECC).
- The Senior Civil Servant responsible for this publication was Catriona Laing, Deputy Director of DCCD within DECC.
- The Minister with lead portfolio responsibility for this publication is the Acting Cabinet Secretary for Net Zero and Energy, Ms Gillian Martin.
The new Scottish National Adaptation Plan 2024-2029 is the third in the succession of five-year programmes laid before the Scottish Parliament by Scottish Ministers since the Climate Change (Scotland) Act 2009 came into force.
