I would like the following information in relation to Mark Logan and his resignation:

1. Minutes of any meeting where Mark Logan was present between January 1 and October 16 2024.

2. Correspondence between ministers or officials and Mark Logan between January 1 and October 16 2024.

3. Details of how many contracted hours worked by Mr Logan during his tenure as Chief Entrepreneur.

4. Total paid to Mr Logan for the job of Chief Entrepreneur.

5. Details of any payment made to Mr Logan as a result of his decision to resign.

The answer to your question is below:

1. Minutes of any meeting where Mark Logan was present between January 1 and October 16 2024 

The information held by the Scottish Government that falls within the scope of your request has been attached separately for your reference. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under FOISA apply. The details of these exemptions and why they apply are explained in the Annex to this letter.

2. Correspondence between ministers or officials and Mark Logan between January 1 and October 16 2024

While our aim is to provide information whenever possible, in this instance the costs of locating, retrieving and providing the information requested for this request would each exceed the upper cost limit of £600. The reason for this is that, due to the broad scope of your request and the Scottish Government’s statutory obligation to respond accurately and compliantly, in order to locate and retrieve the requested information we would need to conduct a wide series of comprehensive searches of all of the records that the Scottish Government holds in attempts to find all information that would fall within scope. Under section 12 of FOISA, public authorities are unable to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit. In this case, in order to locate, retrieve, prepare and provide any risk assessment carried out in relation to the correspondence involving Mark Logan would require an extensive search across a number of policy areas that would mean that costs would exceed the £600 statutory limit. We estimate that this would require searches and collation of data by several FOI caseworkers and policy colleagues from across the Scottish Government over several weeks and as such the costs would certainly rise above the statutory threshold. You may find it useful to narrow the date range or recipients in your search.

3. Details of how many contracted hours worked by Mr Logan during his tenure as Chief Entrepreneur

The Chief Entrepreneur has worked well in excess of his contracted hours in his advisory role to the Scottish Government. This includes, but is not restricted to approximately 800 hours on the STER Report and Pathways review, for which the Scottish Government has not been invoiced. Up to the date of this request, Mr Logan has been remunerated for 100.03 contracted days.

4. Total paid to Mr Logan for the job of Chief Entrepreneur

As of the date of the request, Mr Logan has received payment of £241,755.03 for the Chief Entrepreneur role.

5. Details of any payment made to Mr Logan as a result of his decision to resign

No payment was made to Mr Logan as a result of his decision to resign.
