Ministerial visit to Hampden Park: FOI Review

Information request and response under the Freedom of Information (Scotland) Act 2002

Information requested

Original request: 202400436497

Information relating to Tom Arthur’s visit to Hampden Park, Glasgow, on 25/5/24. Specifically, you asked for:

1. All details and/or minutes of discussions he had during that visit regarding sport and investment.

2. All details regarding how Mr Arthur’s visit was arranged.

Response

I have now completed my review of our response to your request under the Freedom of Information (Scotland) Act 2002 (FOISA) (original case ref 202400436497).

Your review request asked:

The document that was provided is presented without context so it is unclear whether this was a contemporaneous note or a summary written more recently. Could you provide the missing detail of when it was generated/written?

Secondly, while a description of how Mr Arthur came to be present at Hampden was provided, could you please send me all the correspondence evidencing it? This would be in accordance with my original request.

I have concluded that the original decision should be confirmed, with modification.

In answer to your first review request question, the note of this event provided to you on 31 October 2024 was logged as being uploaded onto our electronic Record and Document Management system, where official documents and records are stored by Scottish Government, on 17 July 2024.

In response to your second review request question, I have now provided the relevant email chain which confirms Ministerial attendance in response to an invitation from the Scottish Football Association (SFA) at the event in question. This is attached as an Annex to this letter.

An exemption(s) under section 38(1)(b) (personal information) of FOISA applies to some of the information you have requested. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.

Information on how Scottish Government routinely handles invitations of this nature was provided to you in our response on 31 October 2024.
