Information requested
You asked for "the full itinerary of Acting Cabinet Secretary for Net Zero and Energy, Gillian Martin, and her accompanying officials and special advisers for Climate Week NYC in September 2024; all briefings given to Ms Martin for events, meetings, calls and media engagements during the trip; and all minutes, notes and readouts from these events, meetings, calls and media engagements..." and "a copy of all speeches and scripted remarks delivered by Martin during the trip and all transcripts/recordings of her events, meetings, calls and media engagements, whether scripted or not."

I enclose a copy of the most of information you requested.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exceptions under the following regulations of the EIRs applies to that information: 10(4)(e) Internal Communications - applied due to sensitivity of the information that has been redacted; 10(5)(a) International relations, defence, national security, or public safety - applied due the risk of exempted information causing substantial prejudice to international relations; 10.(5)(e) Confidentiality of commercial or industrial information, provided for by law to protect legitimate economic interest - applied to sensitive economic or commercial information; 10(5)(f) Third party interests - applied to sensitive information provided by third party stakeholders; Reg 11(2) Personal data relating to third party - applied to protect the personal data of third party stakeholders.
These exception is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exception. We recognise that there is some public interest in release because it relates to the Scottish Government's activity at Climate Week NYC. However, this is outweighed by the public interest in the protection of Scottish Government interests and relationships as provided for by the EIRs, and the protection of third party interests and personal details.
