Information requested

Information pertaining to the authorship of content within the Grangemouth Industrial Cluster Just Transition Vision, a Scottish Government document published on 7 November 2024.

Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

The Draft Grangemouth Industrial Just Transition Plan is a Programme for Government commitment, and as such was written by Scottish Government officials with policy responsibility for this area. Codesign is a critical aspect of just transition planning and the content of the plan was informed by extensive engagement with relevant stakeholders, predominantly via the Grangemouth Future Industry Board. This Board is comprised of stakeholders drawn from Scottish public sector organisations, unions, academic institutions, community organisations, and industrial operators throughout the Grangemouth cluster. Input from stakeholders has been gathered through a series of engagements comprising of detailed, topic-specific interviews, focused workshops on various components of the plan as well as through discussion at a number of Grangemouth Future Industry Board meetings.

The Scottish Government also procured the services of an external technical professional services firm to assist in the collation and analysis of information which supported the drafting of this document.
