Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
1. Gap Analysis of Proposed vs Delivered Services
- A detailed analysis comparing what was proposed for Long Covid services in the documents referenced in FOI Reference 202400435489 (specifically Documents 15, 16 and Document 20 Annex D) with what has been delivered to date.
- This should include a breakdown of specific commitments made in the referenced documents and their current status, noting any shortfalls or overdeliveries.
2. Impact Assessments of Variances
- Any assessments, evaluations, or reports detailing the impact of any identified shortfall or overdelivery on patient outcomes, service availability, or other relevant metrics.
3. Relevant Documents and Correspondence
- Copies of any internal or external communications, meeting notes, agendas, or minutes discussing the delivery of Long Covid services against the original proposals, from 1 January 2022 to the present.
4. Reports from Scottish Government and Health Boards
- Any reports, updates, or evaluations produced by the Scottish Government or individual Health Boards relating to the development, implementation, or review of Long Covid services in the same time frame.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not hold the information you have requested.
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
3 and 4.
I enclose a copy of some of the information you requested, in documents 1 to 129.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) (Personal information) of FOISA applies to that information.
An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party, ie names, contact details and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
