Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
A recent response from the Scottish Government to an FOI request shows that a Scottish Government employee recently had the job title ‘HGV Driver and Handyperson’. It also shows that, for at least five years from 2018 to 2022, the Scottish Government employed someone with the job title ‘motor man’.
Please provide an account of what these individuals’ job roles and responsibilities were. Please also provide total expense (separately for each role), by financial year, from 2015 to present, on employees whose job title was ‘motor man’ or included the term ‘Handyperson’.
Response
The number of employees who have held the job title of Motorman and HGV Driver and Handyperson from 2018 to Sept 2024 can be found within Annex A.
Annex A also holds the total expense, by financial year from 2015 to Sept 2024, for employees whose job title was motorman or included the term handyperson.
The total employment costs are based on payslip data and include salary costs Employers NI and pension contributions.
Staff have been identified based on job titles at the end of the financial year (and end of September for 2024-25 to date).
These costs are for these individuals based on their year end job-title.
HGV Driver/Handyperson started in their role in late March 2019 – for that reason there are no associated costs for 2018-19 as they would not have made it into the end of March payroll data.
We have withheld the precise number of employees because where a request asks for the number of employees and that number is so small that release of the information could lead to the identification of the employees we customarily present a number range. This information being exempt under section 38(1)(b) of FOISA. Disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
The information on the roles and responsibilities can be found within the attachment Annex B.
These roles are recruited via Marine Scotland as part of their main function to ensure all their vessels are compliant, efficient and effective.
