Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
1. Any reports or analysis undertaken or written by the Scottish Government about the Scottish Futures Trust from the last two years.
2. A list of projects set to be undertaken by the Scottish Government using the mutual investment model, and the costs of these.
3. Information on the money the Scottish Futures Trust (SFT) Chairman has made in the last two years and their full expenses for the last two years as well.
Response
The answer to your questions are as follows:
1. As part of its sponsorship of the Scottish Futures trust, the Scottish Government undertook analysis/reporting on: Public Body Risk (Annex A); Strategic Partnership Assurance (Annex B); Chair and Membership Fees (Annex C); and Public Body RAG Rating Exercise 2023 (Annex D)

As well as publishing their accounts online, the Scottish Futures Trust also reports on the impact they have achieved towards their outcomes – all available at www.scottishfuturestrust.org.uk.
2. In answer to the first part of your request; as part of the delivery plan for completion of the A9 Dualling Programme, announced to Parliament on 20 December 2023, the Scottish Government anticipates progressing two Mutual Investment Model (MIM) contracts; A9 North MIM Contract and A9 Central MIM Contract https://www.a9dualling.scot/a9-dualling/delivery-plan/). As set out in the announcement, this is subject to on-going due diligence and further decision making in late 2025, based on an updated assessment of expected market conditions. There are no other MIM proposals set to be undertaken in Scotland at this time.
In answer to the second part of your request; the A9 Dualling Programme Outline Business Case dated November 2023 (https://www.gov.scot/binaries/content/documents/govscot/publications/foi-eirrelease/2024/04/foi-202300390751/documents/foi-202300390751---information-released---annexc/foi-202300390751---information-released---annexc/govscot%3Adocument/FOI%2B202300390751%2B-2BInformation%2BReleased%2B-%2BAnnex%2BC.pdf) and the Addendum to the Outline Business Case (Annex E), include estimated costs of the two anticipated MIM contracts. The updated assessment referred to above will include updated estimated costs of the anticipated MIM contracts.
3. In the two-year period requested, there have been two SFT Chairs. From January 2024 to May 2024 Ian Russell waived his remuneration and did not receive or claim any expenses (and for his whole period as Chair). From June 2024 to December 2024 Joseph Philipsz was remunerated £11,466 and did not claim any expenses.
