Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
A list of everyone from faith based organisations who made representations to the Scottish Government or from whom representations were sought by the Scottish Government in regards to the bill either before or during its time in parliament.
Response
As the request was not specific in the remit of time ‘before’, we have interpreted this as from summer 2018, which marks the first information gathering stage.
Following the publication of Lord Bracadale’s Independent Review into Hate Crime Legislation in Scotland on 31 May 2018, the Scottish Government undertook stakeholder engagement throughout the summer of 2018 to inform the development of a public consultation. This included a roundtable with faith organisations.
On 14 November 2018 the Scottish Government launched a formal consultation on amending Scottish hate crime law in response to the recommendations made by Lord Bracadale. Details of the consultation, along with the information events held across the country, can be found here: Consultation on Scottish Hate Crime Legislation - Scottish Government - Citizen Space
Following the consultation, an analysis of responses was published on 27 June 2019. The report can be found here: Consultation on amending Scottish hate crime legislation: analysis of responses - gov.scot (www.gov.scot)
The Hate Crime and Public Order (Scotland) Bill was then introduced to Parliament on 23 April 2020.
Much of the information you have requested can already be found online. Please see the most relevant links below.
