Strategic heat network support for local authorities

Please note that the Heat Network Support Unit is no longer accepting applications for funding for the 2024 to 2025 financial year. The HNSU can still accept applications for advisory-only support and we welcome discussions on potential future applications.

Strategic heat network support – which includes both funding and advisory functions – help local authorities build on Local Heat and Energy Efficiency Strategies (LHEES) to develop a strategic and commercial approach to deploying large scale heat networks in their respective areas.

Support can be used to deliver identified LHEES, including exploring the role of local or public-private partnerships to deliver district heating at a bigger scale.

This support is only available to local authorities and will operate throughout the financial year 2024/25 on a first come, first served basis until funding runs out.

The HNSU can cover up to 90% of the costs (capped at £150,000), requiring a 10% contribution from the local authority. Applications that require spending over multiple financial years will be considered.

Requirements 

This funding is targeted towards local authorities who have published their LHEES. It is a mandatory requirement that applicants submit their published final LHEES and any supplementary evidence (e.g. delivery plan or analysis) alongside their application. The evaluation panel will utilise support documents to assess the local authority’s current knowledge base and readiness to progress.
