Bill completion: earliest July 2025

Earliest coming into force: subject to parliamentary approval, the Bill’s earliest commencement is expected to be from 2025-26 onwards, with these specific powers expected to be implemented from 2027 onwards. That said, the actual timing and potential need for a phased approach to implementation will be subject to further engagement with stakeholders.
