Islands Communities Impact Assessment (ICIA)

An Island Community Impact Assessment (ICIA) is about testing any new policy, strategy or service which is likely to have an effect on an island community which is significantly different from the effect on other communities. This became a legal duty on 23 December 2020 under the Islands (Scotland) Act 2018. The Housing Land Audit guidance does not introduce new policy requirements, therefore there is no trigger to undertake an ICIA.

The HLA Guidance supports a consistent approach to HLA preparation across Scotland, but it recognises that planning authorities are operating in differing circumstances. Local flexibility is provided, and tailored approaches to frequency, small sites and collaboration are supported specifically for island authorities.
