Island communities impact assessment (ICIA) results summary for the Housing (Scotland) Bill


Summary of screening evidence

The Scottish Government has conducted a screening exercise which determined that an ICIA is not required for the measures in the Bill. This document therefore sets out a summary of the results of the ICIA screening assessments.

Further information can be found in the three individual ICIA screening assessments for some provisions in the Bill which have been published on the Scottish Government website, see details in the following table.

Part 4 – Registration of letting agents etc.

The provisions strengthen the information Scottish Ministers have to allow them to be satisfied that letting agents meet, and continue to meet, the requirements for registration. They also seek to ensure that mechanisms are in place to allow for full consideration of all relevant factors when considering a letting agent’s application. The provisions do not represent a change in policy or direction and accordingly the amendments were screened as having no direct impact on island communities.

Part 6 – Other housing matters:

Fuel poverty – the measures in the Bill are operational amendments to existing legislation. These amendments will not affect island communities or have any impact on delivery.

New homes ombudsman – this is a minor provision which enables the Scottish Public Services Ombudsman to share information with the UK new homes ombudsman, when established. The provision solely enables information sharing so there is no impact on island communities.
