You asked for: 

  1. How many loans or grants were allocated under each of the loan streams identified, broken down by the local authority in which each applicant resides/each loan or grant was allocated (select one as appropriate). If you do not possess this data by local authority, please provide it by region. 

  2. Regarding used domestic EVs in particular, please detail how many used EVs these loans will have supported, broken down by local authority, or by region if you do not hold this data by local authority. 

  3. Under which loan stream funding has been provided for car clubs, as detailed in this article: Scotland reissues grant funding for e-car clubs and used EVs - electrive.com Regarding car clubs, please detail how many schemes these loans will have supported, broken down by local authority, or by region if you do not hold this data by local authority. 

  4. Whether this funding allocation has been exhausted; if so, please detail the allocation of the £4,308,105 not accounted for in this table (out of the £30m announced for 2022/23 by the Scottish Government); if not, please indicate whether it is still possible to apply for funding under the relevant schemes

The answer to your question are: 

1. In 2022/2023 the LCTL was refocused to support the purchase of used EVs, no applications for new Domestics EVs were accepted but outstanding claims were still being processed and paid out during this time, these claims are listed under Domestic in the table below.

3. The zero emission car club projects were funding through the Plugged-in Households (now Plugged- in Communities) grant fund and not the LCTL. A breakdown by local authority area can be found in the table below.

4. The full budget for the Low Carbon Transport Loan and Plugged-in Communities fund (£30m in total) has been fully allocated for 2022/2023 and the schemes are now closed to new applications, the outstanding balance from the original budget will be drawn down by individuals and businesses once they have confirmed delivery dates for the handover of the vehicle and have submitted the appropriate documentation to Energy Saving Trust for payment.
