Question 9

Question 9A) Draft Regulation 4(3) and Schedule 1 of the draft MCA Regulations specify those who a planning authority must consult with before determining the content of any MCA proposals which may be publicised. To what extent do you agree with these groups?

A total of 52 respondents answered this question. A majority – 71.2% of those who answered the question – strongly agreed or agreed with those who a planning authority must consult with before determining the content of any MCA proposals which may be publicised. 1.9% disagreed and 26.9% remained neutral. Organisations were more likely to agree or strongly agree than Community and Individual respondents, at 63.4% and 40% respectively. There were high levels of agreement from Planning Authorities (89.5%) and Key Agency & Other Public Sector (100%).

Summary /Themes

The majority of responses were generally supportive with those who a planning authority must consult with before determining the content of any MCA proposals which may be publicised. The supportive responses noted that the proposals were similar to the existing arrangements for planning applications and this was considered a transparent approach.

No respondents who provided further comments to Question 9B disagreed with the proposals.

Suggestions were made by Development, Property & Land Management sector and Agents, Key Agency & Other Public Sector, Planning Authorities and Community and Individual respondents, of additional consultees that could be added to Schedule 1. These included electricity network operators/generators, utility companies, private sector representative bodies, landowners, development trusts and community bodies who have prepared a Local Place Plan.
