Question 5A) Draft Regulation 3(4) specifies that planning authorities must consult with community councils before determining the content of any MCA proposals which may be publicised. To what extent do you agree with this?

A total of 52 respondents answered this question. A majority – 90.4% of those who answered the question – strongly agreed or agreed with the requirement for planning authorities to consult with community councils before determining the content of any MCA proposals which may be publicised. 1.9% strongly disagreed and 7.7% remained neutral. There were high levels of agreement across all respondent groups.

Summary /Themes

The responses highlighted a high level of support to the proposed approach for planning authorities to consult with community councils before determining the content of any MCA proposals which may be publicised. The supportive responses noted this to be proportionate and consistent with other planning consultation procedures. Others highlighted the importance of community consultation and the need to respect the established role of community councils.

There were suggestions made by Development, Property & Land Management sector and Agents, Planning Authorities and Community and Individual respondents of additional groups or bodies that should be consulted at this stage. These included Local Place Plan groups, community and interest groups, development trusts, neighbouring community councils, and owners and occupiers.
