A total of 54 respondents answered this question. A majority – 92.6% of those who answered the question – strongly agreed or agreed with the approach that regulations should require reasons for conditions to be set out in the MCA scheme. 1.9% disagreed and 5.6% remained neutral. There were high levels of agreement across all respondent groups.

Summary / Themes

The supportive responses cited the similarity and consistency to the approach taken for planning applications and that the conditions would be helpful with providing transparency and also in outlining the aspirations for a MCA.

Some comments from Development, Property & Land Management sector & Agents suggested that there should not be excessive use of conditions and that conditions should follow the tests within Circular 4/1998.
