Bereavement abroad through homicide or culpable homicide - support: memorandum of understanding
Memorandum between the Foreign, Commonwealth and Development Office, the Police Service of Scotland, the Crown Office and Procurator Fiscal Service, Death Certification Review Service and Victim Support Scotland detailing the support to those who suffer a bereavement abroad.
2. Interpretation
In this document:
- “Abroad” is used to refer to an incident occurring in a country outside of the United Kingdom of Great Britain and Northern Ireland.
- “Murder” or “Homicide” are used interchangeably and refer to the offence where a person kills another either intentionally or with wicked recklessness.
- “Culpable Homicide” refers to the offence of the killing of human beings in all circumstances, short of murder, where the criminal law attaches a relevant measure of blame to the person who kills. This is often used interchangeably with “Manslaughter” as defined in English Law.
- “Participants” refers to the organisations named in the Memorandum.
