51. Immigration should support Scotland’s social and economic ambitions and aspirations. It is an important strand in our goal to deliver economic growth and ensure high quality and sustainable public services.

52. The Scottish Government is committed to working in partnership with the UK Government to secure an immigration system which meets the needs of our economy, public services and communities.

53. The Scottish Government therefore asks the UK Government to work with the Scottish Government to develop and deliver a Scottish Graduate Visa.
