Implementation and Delivery Plan

It is intended that the change in index takes effect shortly after legislation is passed. The change from RPI to CPI was made in July 2023 in England. The policy team has engaged with counterparts in UK Government to gather feedback on their process and they reported that it was straightforward. We have also met the BH&HPA and asked them for any feedback on implementation in England and/or to tell us if they have any concerns. The change will be implemented on individual sites by site operators at the time that they issue the annual pitch fee review following commencement.

Post-implementation Review

It may be appropriate to review the ongoing appropriateness of CPI for uprating pitch fees when the UK Government pursue plans to reform the methodology for RPI. We expect this to be in 2030 or later.
