Is a Stage 2 Children’s Rights and Wellbeing Impact Assessment required?

A Stage 2 CRWIA is not required.

Explanation why CRWIA is not required:

The change in the basis of pitch fee uprating under the Mobile Homes Act 1983 from the Retail Price Index (RPI) to the Consumer Price Index (CPI) will affect residents of licenced mobile home sites and public Gypsy/Traveller sites. The changes proposed are minor, updating the statistical measures used in an existing policy. Based on the patterns in inflation measures to date, the changes may result in a small financial benefit to residents so there is potential for a small positive impact on the finances of families with children. However, the information available indicates that licenced permanent mobile home sites do not tend to be a housing choice for families with children. The number of households living in mobile homes is small (likely less than 4000) and available evidence highlights that residents tend to be older, and/or single person households, often beyond retirement age. The information available, including from the consultation on the proposed changes, does not reflect the experiences of children or young people. While Gypsy/Traveller families with children may be more likely to live in mobile homes than settled people, no different or additional considerations were identified for Gypsy/Travellers in relation to pitch fee uprating. Protections for residents have been given due regard as part of the policy development and are recorded in the EQIA and we do not believe that a CRWIA is required for this policy.
