The way forward

We recognise there has been opposition to some parts of our original NCS proposals. We have heard that feedback and balanced it with feedback from people who use and deliver support and who want to see progress now on social care reform.

With that in mind, we are channelling the work we have already done on the NCS in a new direction. The end point will be the same: an improved experience for everyone who accesses or delivers these services in Scotland. We want to change our approach to the NCS Bill by making some structural improvements without the Bill.

We will assess the impacts of this change in direction to make sure we understand its effects on people.
