National Care Service Tender Documents And Correspondence: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

  1. Tender documentation issued to the market pertaining to the planning, review and implementation of a National Care Service
  2. All correspondence with IHI and Derek Feeley on the same subject.

Response

1. Tender Documentation

The Scottish Government has undertaken fourteen procurement exercises in relation to the planning, review and implementation of a National Care Service. In all cases an award of contract was made. Attached to this response is the tender documentation in relation the following procurements:

  • Tender documentation for Accessibility Services.

In addition to the above tenders a number of procurement exercises in relation to the planning, review and implementation of a National Care Service were appointed through existing procurement frameworks:

  1. KPMG were appointed through the Management Consultancy Framework 3, which is a framework provided by the UK Government, to support the Programme in producing a Programme Business Case and Operating Models. This was following a procurement exercise that was open to all potential suppliers listed on the framework. KMPG were appointed for a period up to eighteen months. The scope of services which can be undertaken through this framework includes health/social care and community consultancy.
  2. PwC were appointed through the Management Consultancy Framework 2, which is a framework provided by the UK Government, to support the Programme in producing a Programme Business Case and Operating Models. This was following a procurement exercise that was open to all potential suppliers listed on the framework. PwC were appointed for a period up to three months. The scope of services which can be undertaken through this framework includes complex and transformation strategic consultancy.
  3. Smarts Scotland were appointed through the Scottish Government’s Marketing Services framework under the public relations element of the framework to support the Health and Social Care portfolio on marketing activity. This was following a procurement exercise that was open to all potential suppliers listed on the framework. Smarts were appointed for one-year with the option to extend the contract for up to a further two-years. The scope of services which can be undertaken through this framework includes content creation to support social media activity.

An exemption applies under s.33(1) of FOISA to the information you have requested, and we have redacted some commercially sensitive information which could prejudice the commercial interests of a person or company. An exemption also applies under s.38(1) of FOISA to the information you have requested. Due to rights and safeguards under data protection legislation we have redacted personal information from all of the documentation released.

2. Correspondence with IHI and Derek Feeley

While our aim is to provide information whenever possible, in this instance the costs of locating, retrieving and providing the information requested would exceed the upper cost limit of £600. In searching for documents in reference to IHI and Mr Derek Feeley the number of potential results found on our systems exceeds that which we could reasonably review within that cost limit. Under section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit, which is currently set at £600 by Regulations made under section 12.

You may, however, wish to consider reducing the scope of your request in order that the costs can be brought below £600. For example, you could specify a period of time that you are enquiring about, this would allow us to limit the searches that would require to be conducted.
