Information requested

Information relating to objective one from the National Strategy for Economic Transformation (NSET), Entrepreneurial People & Culture, these asks included:

  1. Details of dates when Entrepreneurial People & Culture has been discussed and minutes of those discussions.
  2. Details of meetings undertaken by the Board or its members with business, organisations or individuals on the topic of Entrepreneurial People & Culture at the request of the Board.
  3. What input has the Scottish Government Entrepreneurship team been asked to provide to the NSET Delivery Board?
  4. what actions have been taken to follow on from and incorporate the work undertaken via Scottish Government “Scotland Can Do Framework”.

Question 1

You requested details of the dates when Entrepreneurial People & Culture has been discussed and minutes of those discussions:

The NSET Delivery Board have met on the following dates since its formation:

  • 8th June 2022
  • 6th July 2022
  • 9th August 2022
  • 22nd September 2022
  • 30th November 2022
  • 25th January 2023
  • 25th March 2023
  • 24th May 2023

The NSET Delivery Board focus on supporting and challenging the programme directors and delivery partners to deliver the six NSET programmes (1) Entrepreneurial People and Culture, (2) New Market Opportunities, (3) Productive Businesses and Regions, (4) Skilled Workforce, (5) A Fairer and More Equal Society and (6) New Culture of Delivery.

The progress of all six programmes form the basis of discussions which take place between Board members at official meetings and therefore officials from the Entrepreneurship contribute to preparations for each Board meeting, including reporting progress delivering the Entrepreneurial People & Culture programme.

Question 2

You also requested details of meetings undertaken by the Board or its members with business, organisations or individuals on the topic of Entrepreneurial People & Culture at the request of the Board. Please see below response to this request:

On the 7th of July 2022, The Scottish Government announced the appointment of Chief Entrepreneur, Mark Logan, who will act as a senior advisor to the Start-up Nation Programme, which was established to deliver the NSET recommendations on entrepreneurship.

Mark Logan attended the NSET Delivery Board on the 25th March 2023 to deliver a deep-dive session on Entrepreneurship. The minutes from the discussion are not yet available but will be made available by July 2023. Minutes will be available on the gov.scot website which can be accessed via the link below.

Question 3

The Scottish Government’s Entrepreneurship and Innovation Division is responsible for the delivery of NSET Programme 1, which is focussed on entrepreneurial people and culture. Updates on activity on all NSET programmes are shared with the Delivery Board for information and review prior to every meeting.

Programme 1 was specifically discussed at Board meetings on 25th January and 25th March. Information on how to access minutes is included in our response to questions 1 and 2 above.

Question 4

In recent years the Scottish Government has published a series of reports setting a new vision and strategy focussed on establishing Scotland as a top performing start-up nation. Examples include the Scottish Technology Ecosystem Review, NSET and the Ana Stewart’s review of women in enterprise.

Development of the National Strategy for Economic Transformation was supported by an Advisory Council. The Advisory Council included organisations from within the Scotland CAN DO collective. Delivery plans for NSET programmes were published in October 2022 at https://www.gov.scot/publications/scotlands-national-strategy-economic-transformation-delivery-plans-october-2022/ alongside impact assessments for the programmes.
