New Scots Refugee Integration Strategy: Delivery Plan 2024-2026

This Delivery Plan sets out the actions that the Scottish Government, COSLA and Scottish Refugee Council will take forward with partners during the period 2024 to 2026 to support the integration of refugees, people seeking asylum and other forced migrants within Scotland’s communities.


Outcome 6: The principles of the New Scots Refugee Integration Strategy guide all future responses to crises that bring forced migrants to Scotland and seek to ensure all such migrants will be treated equitably.

Since Russia's illegal invasion of Ukraine in February 2022, the Scottish Government has worked in partnership with local authorities, third sector organisations, local volunteers and business communities to provide a Warm Scots Welcome to displaced people from Ukraine. A key lesson from the outset has been the vital importance of close collaborative working with local authorities and the third sector. This has been key in delivering the Scottish Super Sponsor scheme and the efforts made to ensure an excellent service was delivered for all arrivals from Ukraine.

With current world events, whether conflict or climate emergency related, Scotland remains committed to welcoming those forced to flee and seek humanitarian protection. UNHCR reported that in the first few months of 2022, the number of people forced to flee war, violence and

persecution worldwide surpassed 100 million for the first time. The actions under this outcome aim to develop key considerations for responding to future humanitarian crises, strengthen structures and mechanisms around the New Scots Leadership Board so that it can act as a focal point for New Scots expertise and guidance and exercise oversight.

6.1 Scottish Government to engage with New Scots partners, through governance structures, to explore any future response to a humanitarian crisis.

6.1.1 Develop clear structure and operational plan within Scottish Government so that it works with New Scots Leadership Board in case of crisis and has a clear understanding of expertise and provision to enable rapid access to services in a crisis.

Learning from successful refugee resettlement programmes is combined, made available to all local authorities and more widely, and forms the basis of refugee resettlement planning.
