Number of battery electric vehicle (BEV) rapid charging stations in Scotland: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.


Information requested

  1. The current number of battery electric vehicle (BEV) rapid charging stations in Scotland >100kW
  2. How the number of rapid chargers has increased in the past ~10 years.
  3. How many of Scotland’s rapid chargers are fed from renewable sources 100% of the time (wind, solar hydroelectric).
  4. How many BEV rapid charging stations are off grid?

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Question 1

There are currently 3 publicly available ultra-rapids >100kw registered on the CPS network.

Question 2

Annex A (below) - provides totals of charge points added to the CPS network (publicly available) since 2014, unfortunately it does not include a breakdown of how many rapid charge points this included. I can confirm that at the moment there are 335 rapid charge points registered on the CPS network. CPS are due to published the full CPS asset list on to the CPS website which should be available from 30 June 2022 ChargePlace Scotland | Scotland's Public EV Charging Network.

Under the terms of the exception at regulation 10(4)(a) of the EIRs (information not held), the Scottish Government is not required to provide information which it does not have. The Scottish Government does not have the information you have requested at points 3 & 4. This is due to the fact that this information is not required at for commissioning the charge point onto the CPS back office system and not a stat we follow up on afterwards.

This exception is subject to the 'public interest test'. We have found that, on balance, the public interest lies in favour of upholding the exception. While we recognise that there may be some public interest in information about how many of Scotland’s rapid chargers are fed from renewable sources 100% of the time (wind, solar hydroelectric) and how many BEV rapid charging stations are off grid, clearly we cannot provide information which we do not hold.
