Palliative care strategy - service mapping survey: main findings report
Our clinical advisory and working groups undertook four complementary surveys to determine how general and specialist palliative care services at a Health Board level are addressing the needs of adults, children, their families and carers. This report covers the main findings from all four surveys.
Annex A: Surveys
The surveys were made available on Citizen Space between June and December 2023. Contacts were identified by networks associated with the strategy working groups and invitations sent by email to adult specialist and paediatric palliative care services. Chief Executives and Chief Officers were invited by email to complete the surveys for NHS Boards and Health and Social Care Partnerships. Each survey contained a mixture of open and closed questions, with tailored questions in each survey suited to different respondents and contexts. Similar topics were covered across surveys and included:
- Leadership and planning structures
- Understanding palliative care population need
- Access to services and support
- Roles and responsibilities
- Services in different settings – community, hospital, hospice and care home
- Training and education
- Bereavement
- General feedback and innovations
The paediatric palliative care survey also included questions about transitions between paediatric and adult specialist services.
Respondents
Adult Specialist Palliative Care Services survey: 38 responses from 39 invitations (97%) were received.
Paediatric Palliative Care survey: 16 responses from 89 invitations (18%) were received. It is worth noting that while the response rate appears low, the responses covered most large paediatric specialist services in Scotland and most NHS Board areas.
Health and Social Care Partnership survey: 22 responses out of a total of 31 HSCPs (71%) were received. Two responses were received from one HSCP and analysed separately to acknowledge the contribution of both.
NHS Board survey: 8 responses out of a total of 14 territorial NHS Boards (57%) and 1 response out of a total of 7 Special Health Boards (14%).
