12.1 Summary and benefits table

Of the options detailed in Annex A, option 3 is considered the most appropriate.

The costs in time and human resources in pursuing two significant forms of engagement are considered commensurate with the benefits that the twin-approach will secure in terms of robust feedback from key partners and wider actors.

It is believed that extensive consultation is a necessary requirement in ensuring that the refreshed guidance functions effectively for those who will use it.

12.2 Declaration and publication

I have read the Business and Regulatory Impact Assessment and I am satisfied that, given the available evidence, it represents a reasonable view of the likely costs, benefits and impact of the leading options. I am satisfied that business impact has been assessed with the support of businesses in Scotland.
