71. Mirroring the restricted eligibility criteria introduced for WFP, PAWHP will be delivered to people of state pension age in receipt of relevant benefits.

72. To ensure there is no gap in provision in winter 2024/25, following the UK Government’s announcement to restrict WFPs to those in receipt of relevant benefits, the benefit will be delivered, on behalf of Scottish Ministers, by the DWP under an agency agreement this winter.
