Coronavirus (COVID-19): Personal Protective Equipment (PPE) - action plan
Scotland’s COVID-19 Personal Protective Equipment (PPE) Plan will help ensure that the right PPE of the right quality gets to the people who need it at the right time. The Plan’s scope includes health, social care and other workplaces and settings where COVID-19 could put people at risk.

5. The Civil Contingencies Act 2004 seeks to minimise disruption in the event of an emergency and to ensure that the UK is better prepared to deal with a range of emergencies. Category 1 responders are defined as the police, ambulance, fire and rescue services, local authorities, NHS Health Boards, the Scottish Environment Protection Agency and the Maritime and Coastguard Agency. The seven duties the Civil Contingencies Act places on Category 1 responders are:
Duty to assess risk
Duty to maintain emergency plans
Duty to maintain business continuity plans
Duty to promote business continuity
Duty to communicate with the public
Duty to share information
Duty to co-operate.

9. Note: procurement of PPE by public bodies has been through the existing frameworks awarded under a competitive process, in line with procurement legislation and policy. In addition, direct awards have taken place using procedures outlined in Regulation 33 within the Public Contract (Scotland) Regulation 2015.
