Physical activity for health: framework

A framework for action to improve levels of physical activity at both national and local level which is firmly founded on evidence-based international guidance.

COSLA President Foreword

I am delighted to play a role in launching the new Physical Activity for Health Framework on behalf of COSLA and Local Government.

Swimming has always been part of my life, and I rely heavily on it during times of increased stress. As a nurse, mother and now councillor, swimming has given me a release from life's pressures. The health benefits are clear but more importantly, it enhances my mental wellbeing. Swimming helps me focus, improves my mood, helps with sleep and as I often swim with friends, allows for precious catch-up time with pals. The best type of therapy.

Physical activity doesn't have to be costly; it doesn't need to take hours out of your day. Walking my dog Nora never feels onerous and it's often those types of activities that bring the largest benefits both physically and mentally. Whether it's walking with friends, listening to music or an audiobook, or being completely present in your surroundings, walking time and time again, is proven to be such a benefit.

This new Framework supports Scotland to foster and develop environments where physical activity is not just encouraged but is an integral part of our daily lives. First and foremost, the health benefits of regular physical activity cannot be overstated. Engaging in sport and physical activity helps reduce the risk of chronic diseases, supports the management of health conditions, and maintains our physical and mental health and wellbeing.

Sport and physical activity can build strong and cohesive communities and encourage relationships and connections across places and people, reducing social isolation and foster a sense of belonging. We also recognise the significant environmental benefits that physical activity contributes to Scotland; by encouraging walking, cycling, and other forms of active travel, we are taking concrete steps towards reducing carbon emissions and air pollution, ensuring a healthier planet for future generations.

Physical activity will mean different things to each of us; whether it’s playing for a local team, cycling to work, or taking a class at the local gym, what is important is that we are as active as we can be each and every day.

Local government plays a vital role in the planning and provision of physical activity opportunities in Scotland, but we know that no one sector alone can increase physical activity levels or improve opportunities to be active. We must work together with our communities, across council services, with the Scottish Government and Community Planning Partners to understand local need, local data and local evidence to achieve the 8 outcomes presented in this Framework.

We can’t do it alone, but local government is clear, that by working in partnership for and with our communities, we will ensure that more people are more active, more often.
