Planning for housing – delivery plan: Ministerial letter - November 2024

Letter from the Minister of Public Finance and Chief Planner on the publication of a delivery plan setting out the actions we will be taking in planning to tackle the housing emergency.


Dear colleague

We are writing to let you know that the Scottish Government has published a new delivery plan which sets out actions we will be taking in planning to tackle the housing emergency. The Minister for Public Finance outlined this plan in a statement to the Scottish Parliament earlier today.

In recent weeks we have discussed with stakeholders the challenges and opportunities arising for planning with respect to housing. We have also been gathering evidence to build a clearer picture of the situation. The plan responds to the issues identified by our work to date.

Whilst we are clear that planning is not the sole cause of the housing emergency, we also recognise that it can play a critical part in finding solutions.

The Scottish Government will do all it can to bring forward housing developments, but many of the actions will also require support from both the public and private sectors. The plan will provide a platform for constructive collaboration, and it is a call to action for all involved in planning to work together to achieve positive outcomes.

We hope that we can continue to rely on strong and positive partnership working with you in the crucial weeks ahead.
