Police pay negotiations

Update from the Police Negotiating Board for Scotland.


Update 1: 28 November 2024

Following discussion and agreement with both sides it has been agreed that the PNBS will provide regular communication with regards to this year's pay negotiations. 

The Staff Side formally registered a Failure to Agree with myself on 29 October 2024 and the Stage 1 conciliation process commenced on 31 October 2024. Over the course of November, I have met with both sides individually and collectively and I would like to acknowledge and express my sincere appreciation to both sides for their considerable effort, time and energy in seeking to work towards an agreement.

Stage 1 conciliation has now concluded and a resolution has not yet been reached. The process now moves to Stage 2 conciliation with ACAS. If a resolution cannot be reached at Stage 2 conciliation then the process would move to arbitration with ACAS.

Update 2: 14 February 2025

A 4.75% pay deal for police officers in Scotland for 2024/25 has been confirmed.

The pay deal was confirmed following the outcome of a formal arbitration process. An independent arbitrator, appointed by the Advisory, Conciliation and Arbitration Service (ACAS), considered written and verbal evidence from the Official Side and Staff Side on 6 February 2025.

Following detailed consideration of the evidence the independent arbitrator has confirmed the award of 4.75% to pay and relevant allowances for all police officers. This will be backdated to 1 April 2024.
