Police Scotland call handling system: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

  1. A copy of all documents which discuss the Government being made aware of the issue around Police Scotland’s Bilston Glen control room used a fake system for call handling for eight years reported by the BBC on 29th March 2023, including all correspondence involving ministers, Special Advisors and the media office.
  2. A copy of any information, briefing notes and top lines provided to the Cabinet Secretary for Justice and Home Affairs in order to answer an Urgent Question asked by Willie Rennie MSP on 30th March 2023 on the issue at Bilston Glen.

Response

A copy of most of the information you requested, can be found in Annex B to this letter. Whilst our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because of an exemption under the following regulations:

Section 38(1)(b): Personal information.
Section 30 (b) (i) – free and frank provision of advice.
Section 30 (b) (ii) – free and frank exchange of views for the purpose of deliberation.

The reasons why these exemptions apply are explained in Annex A to this letter.
