Post-school education and skills reform legislation: consultation
We are consulting on proposals for legislation to change what public bodies do in the post-school system in order to simplify responsibilities for apprenticeships and student support.
Annex B: Previous reviews of the post-school system
In addition to the more recent reviews outlined in Chapter 1:
- May 2018, Scottish Government, 15-25 Learner Journey Review. Review established in 2016 to review education provision for 16-24 year olds in order to improve the learning journey.
- May 2019, Augar, Post-18 Review of education and funding. UK Government review of universities and colleges in England. Report was result of the work of an independent panel chaired by Philip Augur.
- November 2019, Muscatelli, The Muscatelli Report: Driving Innovation in Scotland – A National Mission. Commissioned from Scottish Government to focus on how Scotland’s Universities can improve engagement with industry and boost contribution to economic growth.
- February 2020, Cumberford Little, One Tertiary System: Agile, Collaborative, Inclusive. Commissioned from the Scottish Government to review the economic impact of Scotland’s colleges. This report is 8 years after the publication of Putting Learners at the Centre: Delivering ambitions for Post-16 learning which initiated profound reforms in the college sector which was further examined in Scottish Parliament’s Inquiry 2022 into college regionalisation
- September 2020, Begbie, Youth Guarantee – No-one left behind Scottish Government’ commissioned work to help develop a Young Person Guarantee for Scotland.
- June 2021, Scottish Funding Council, Coherence and Sustainability: A Review of Tertiary Education and Research. Relating to the significant external shock of COVID, Scottish Government commissioned SFC to consider how best it could fulfil its mission of securing coherent provision by post-16 education bodies and research providers.
- February 2022, Skills Development Scotland, Careers by Design and Exploring Scotland’s Career Ecosystem. Outcome of a review of Scotland’s career services that was initiated by Begbie’s 2020 review of young people’s transition to the labour market and recommendations that SDS should consider how best a career service could operate from early years through until a young person enters employment.
- March 2022, Scottish Government, National Strategy for Economic Transformation. Ten year strategy, setting out the priorities for Scotland’s economy and the actions needs to maximise opportunities to achieve a wellbeing economy.
- April 2022, Tony Blair Institute for Global Change, We don’t need no education? The case for expanding Higher Education Report examining the value of higher education to counter perceived scepticism by UK Government.
