This guidance provides advice, considerations, and support from a strategic lens for Health Boards to effectively prepare for emergencies in compliance with relevant legislation.


Appendix 7 - Information to assist planning for a Major Incident with Mass Casualties (MIMC)

The levels of response for adults and children that need to be planned for are:

Level 1. Normal

Description

  • Normal

Who to Notify

  • No Notification required

Level 2. Concern

Description

  • Burn Major Incident with casualties admitted locally
  • Local Board coping in handling burns casualties, sufficient to absorb additional capacity
  • Burn Service operating normally

Who to Notify

  • Contact neighbouring Boards
  • Contact relevant Burns service
  • Notify Board on-call Executive and Board Emergency Planning Lead/ Officer or equivalent

Level 3. Pressure

Description

  • Casualties admitted from Burn Major Incident
  • Normal activity not possible at local Board level
  • Normal activity being maintained in Burns Service

Who to Notify

  • Contact neighbouring Boards
  • Contact relevant Scottish National Burns Centre to check bed capacity
  • Notify Board on-call Director and Board Emergency Planning Lead/ Officer or equivalent
  • Notify Scottish Ambulance Service Control Room Tactical Adviser
  • Notify Scottish Government Health EPRR

Level 4. Severe Pressure

Description

  • Normal activity not possible in Burn Service
  • More than one Burn Service now engaged to admit casualties from Burn Major Incident

Who to Notify

  • Notify National Burns Bed Bureau
  • Establish Burn Network communication to determine when Burn capacity will be exceeded
  • Notify Board on-call Executive and Board Emergency Planning Lead
  • Notify Scottish Ambulance Service Control Room or Tactical Adviser
  • Notify Scottish Government Health EPRR

Level 5. Critical

Description

  • Combined resources of burns care capacity and capability in Scotland being fully utilised to deal with casualties from incident
  • Consideration given to transfer patients out with NHS Scotland

Who to Notify

  • Notify National Burn Bed Bureau
  • Notify Board on-call Executive and Board Emergency Planning Lead
  • Contact Scottish Government Health EPRR for support

Level 6. Capacity Exceeded

Description

  • Combined Scottish & UK capacity and capability unable to absorb the additional activity
  • Consideration of international mutual aid

Who to Notify

  • Ask Board on-call Executive to request support from Scottish Government via SG Health EPRR
