Procurement: Grant Fund Manager Dynamic Purchasing System (DPS) framework agreement

Overview 

This framework agreement aims to assist buyers in selecting the most suitable and cost effective grant fund management services to suit their individual requirements from a range of suppliers. It will guide buyers through the selection process and provide confidence regarding the services purchased through the Grant Fund Manager Dynamic Purchasing System (DPS). 

What is in scope 

Examples of the types of services that can be delivered are stated below but not limited to: 

• administration and distribution of grant funds and associated pre and post funding activities 

• putting arrangements in place to ensure that all information held shall be securely and sensitively managed 

• ensuring that arrangements for the award of funding to final beneficiaries are formalised 

• manage the application stage, core funding awards, monitoring of awards, capacity building 

• ensure all staff involved in the fund have the appropriate experience and training to deliver the required services 

• payments – fund manager to issue and manage these appropriately 

• working to maximise the outcomes/benefits achieved through regular dialogue with grant recipients and suggesting improvements to future years grant conditions/arrangements 

• provide the required Management Information (MI) as requested by the Scottish government 

Who can use this 

This framework agreement and the DPS can be used by Central Government.
