Public appointment: Chair reappointed to NHS Education for Scotland Board

The Cabinet Secretary for Health and Social Care, Humza Yousaf MSP today announced the reappointment of David Garbutt as Chair of the NHS Education for Scotland Board.
Chair
David Garbutt QPM LLD Chartered FCIPD has held chief officer roles with Lothian and Borders and Grampian Police, and was awarded the Queen’s Police Medal in the 2001 New Year’s Honours. He was Assistant Inspector of Constabulary before his appointment as Director of the Scottish Police College between 1998 and 2006. During his tenure he was also a Director of the Scottish Leadership Foundation and served on the Police Leadership Development Board and, the Skills for Justice Board. He has served as the President of the EU Police College delivering development opportunities to police leaders across the member states. He is an International Fellow of the Australian Institute of Police Management and is a graduate of the Police Strategic Command Programme and of the FBI National Executive Institute.
David was appointed as Chair of the NHS Education for Scotland (NES) Board in April 2018, having previously served as Chair of the Scottish Ambulance Service (SAS) Board for a period of nine years, leading SAS through a significant programme of transformational change and the implementation of a new strategic framework to deliver enhanced patient care. He has been Chair of the NHS Chairs Group for the past two years and Chairs the NHS National Performance Management Committee. He is a member of the Health and Social Care National Leadership Development Programme and the NHS Corporate Governance Steering Group.
Reappointment
This reappointment will be for four years and will run from 1 April 2022 to 31 March 2026.
This reappointment is regulated by the Ethical Standards Commissioner.
Remuneration
This reappointment is part-time and attracts a remuneration of £27,830 per annum for a time commitment of three days per week.

David Garbutt does not hold any other public appointments.
Political activity
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.
David Garbutt has had no political activity within the last five years.
