The Minister for Children, Young People and the Promise today announced the reappointment of Barbara Neil as a Member of the Children’s Hearings Scotland Board.
Member
Barbara Neil is currently practising as a Lead Practitioner where she supports people who are experiencing various social issues such as homelessness, addictions, complex PTSD, depression and domestic violence. Barbara has experience in Residential Childcare and has recently completed a degree in BSc Psychology. She has personal experience of Scotland’s care system and has practised as a panel member for North Ayrshire. Barbara has the personal, professional and academic skills required to provide strategic direction to Children’s Hearings Scotland where she has the opportunity to ensure our children and families receive the care and protection they are entitled to.
Reappointment
This reappointment will be for two years and will run from 1 February 2025 to 31 January 2027.
This reappointment is regulated by the Ethical Standards Commissioner.
Remuneration
This reappointment is part-time and attracts a remuneration of £197.99 per day for a time commitment of two days per month.

Barbara Neil does not hold any other public appointments.
Political activity
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.
Barbara Neil has had no political activity within the last five years.
Background
Children’s Hearings Scotland (CHS) recruits, trains and supports around 2,200 volunteers across Scotland. The volunteer roles are Panel Members and Area Support Team (AST) members. Panel Members make legal decisions with, and for, children and young people in children’s hearings, and AST members provide support and guidance to those Panel Members locally.
