Next steps

As we approach the publication of the Scottish Government’s draft Budget for 2025-‑26, we will apply this discipline to how all portfolio budgets are deployed. Emerging findings from this exercise are already informing our Budget considerations.

We will also continue to be transparent about how we apply this discipline. We intend to publish further reports in future, which will include the release of updates and related data on progress being made to release resources to front-line delivery.

This report sets out a clear call to action for public bodies and Scottish Government, armed with the information provided here, to intensify efforts to pursue all reasonable opportunities to release resource from corporate functions to front-line delivery, wherever this can support sustainable services and improved outcomes.
