Housing Statistics for Scotland Quarterly Update: New Housebuilding and Affordable Housing Supply to end June 2024

This statistical publication presents latest quarterly figures to end June 2024 on new housebuilding and Affordable Housing Supply, along with annual rates of new housebuilding and affordable housing supply per head of population, with comparisons to other UK countries.


Key points

New housebuilding by sector

  • There were 19,293 homes built (completed) and 15,296 new builds started in the year to end June 2024.Completions (-4,003; -17%) and starts (-3,032; -17%) were lower in the year to the end of June 2024 than the previous year.

  • The private sector completed building 14,240 homes and started 11,795 new builds in the year to the end of June 2024. Completions (-2,354; -14%) and starts (-2,833; -19%) were lower in the year to the end of June 2024 than the previous year.
  • The social sector built 5,053 homes and started building 3,501 homes in the year to the end of June 2024. Completions (-1,649; -25%) and starts (-199; -5%) were lower than the previous year.
  •  Excluding 2020 (where Covid-19 impacted housebuilding) completions were the lowest since the year to end of June 2018 and starts the lowest since the year to end of June 2013 in both the social and private sector.

Affordable housing supply programme

  • In the year to the end of June 2024, there were 6,966 approvals, 6,422 starts, and 9,295 completions of affordable homes. This includes affordable homes for social rent, affordable rent, and affordable home ownership. They also include off the shelf purchases and rehabilitations as well as new builds.
  • There was an increase in affordable housing supply approvals (906, 15%) and there were decreases in starts (-734, -10%), and completions (-1,556, -14%) in the year to the end of June 2024 compared with the previous year.
  • Affordable housing supply approvals were 44% lower than the peak in approvals in the 12 months to June 2020. Starts were the lowest since the year to end of June 2015 and completions were the lowest since 2021.
  • These statistics are used to inform progress against Scottish Government affordable housing delivery target to deliver 110,000 affordable homes by 2032, of which at least 70% will be for social rent and 10% will be in rural and island communities. By June 2024, 22,743 affordable homes have been completed towards the target. These completions consist of 17,289 (76%) homes for social rent, 3,219 (14%) for affordable rent, and 2,235 (10%) for affordable home ownership.
