2 Consultation and Stakeholder Engagement

In light of the nature of these regulations and the limited impact and scope of they will have, consultation has been proportionately targeted, while ensuring it has remained robust and effective.

2.1 Within Government

The Burial and Cremation Team had direct contact and discussion with the following divisions, teams, and agencies during the development and revision of the draft 2024 amendment regulations.

  • Senior Inspector of Burial, Cremation and Funeral Directors
  • Death Certification Review Service (DCRS)

The Burial and Cremation Team has also had direct contact with officials across the UK in the following bodies:

  • Ministry of Justice, UK Government
  • General Registers Office (GRO), Northern Ireland
  • Coroner’s Office, Northern Ireland

2.2 Public Consultation

As noted above, as these regulations are limited in scope and impact, no formal public consultation was undertaken.

2.3 Business

Scottish Government has consulted on both the principle and detail of the regulations with:

  • National Association of Funeral Directors (NAFD)
  • Federation of Burial and Cremation Authorities (FBCA)
  • Institute of Cemetery and Crematorium Management (ICCM)
  • National Society of Allied and Independent Funeral Directors (SAIF)
  • Scottish Bereavement Benchmarking Group (SBBG)
