Summary and recommendation
Option 3 (legislate) is the preferred option in relation to all the areas for further rented sector reform considered in this assessment. The changes proposed have been developed through consultation and engagement with those living and working in the rented sectors. The measures respond to the need to improve the housing outcomes in Scotland for people who live in rented accommodation while continuing to safeguard the proportionate use of a landlord’s property for rental purposes, providing the necessary flexibility to respond to evolving market conditions and deliver a fair balance between protection for tenants and the rights of landlords.
