Dealers reported checking the client’s award letter, as this was a requirement in the pre-AVE Scheme. This is not required by the AVE Scheme, because the Social Security Scotland online system requires only the client’s National Insurance number and date of birth to confirm the client’s eligibility, but we are aware that many dealers continue to ask for the award letter to confirm an individual’s eligibility because this is part of Motability’s processes.

Long-term outcomes will take longer to measure and evidence.

Realist Evaluation theory was developed by Ray Pawson and Nicholas Tilley. It is summarised in Public Health England (2021), A Brief Introduction to Realist Evaluation. Accessed 1 February 2024.

The ethnicity categories are presented in this way to align with Social Security Scotland’s reporting style. For the purposes of the analysis presented here, ‘White’ includes ‘White: Scottish’, ‘White - Other British’, ‘White – Irish’, ‘White - Gypsy Traveller’, ‘White – Polish’, ‘White – Roma’, ‘White – Showman/Showwoman’ and ‘White: Other’.

‘Minority Ethnic’ includes 'Mixed or multiple ethnic groups', 'Asian, Scottish Asian or British Asian', 'African, Scottish African or British African', 'Caribbean or Black', 'Arab, Scottish Arab or British Arab' or any other ethnic groups.

Percentages are based on the number of participants who were CDP clients.

Percentages are based on the number of participants who were ADP clients.
