National Marine Plan 2: stakeholder engagement strategy and statement of public participation

A revised stakeholder engagement strategy and statement of public participation for Scotland's National Marine Plan 2 (NMP2).

1 Marine planning in Scotland’s inshore waters (out to 12nm) and offshore waters (12 to 200nm) is governed respectively by the Marine (Scotland) Act 2010, an Act of the Scottish Parliament, and by the Marine and Coastal Access Act 2009, an Act of the UK Parliament.

2 To guide marine planning at the regional scale, section 5(5) of the Marine (Scotland) Act 2010 provides the Scottish Ministers with powers to designate any part of the Scottish marine area as a Scottish marine region by order. Following extensive consultation, the boundaries of eleven Scottish Marine Regions were defined in The Scottish Marine Regions Order 2015, covering sea areas extending from the coastline out to a maximum of 12nm.

3 The Blue Economy Vision for Scotland sets out the Scottish Government’s long-term ambition for Scotland’s blue economy to 2045. It promotes an approach that is consistent with Scotland’s National Performance Framework and our international obligations.

4 A Theory of Change is a way of explaining how a given intervention or set of interventions (the actions we take to engage stakeholders throughout the marine planning process) will lead to a specific change, and ultimately our long-term aspirations (our vision for NMP2 stakeholder engagement).

5 The UK Marine Policy Statement (MPS) is the framework for preparing Marine Plans and taking decisions affecting the marine environment.
