Scottish Budget 2025 to 2026: public sector pay policy
Public sector pay policy for the year 2025 to 2026 sets out the framework for pay increases and applies to public bodies with settlement dates in the year between 1 April 2025 and 31 March 2026.
Senior Appointments
A review of the Chief Executive Framework was published in October 2024. One of the recommendations was that longer-term comparisons between previous years Senior Civil Service pay uplifts and other senior staff uplifts should be a factor in determining the pay uplifts for Chief Executives covered by the Public Sector Pay Policy. The 2025-26 pay uplift for Chief Executives will be announced around the start of 2025-26.
The Public Sector Pay Policy also governs the remuneration (daily fees, annual uprates or reviews and any pension arrangements etc.) of:
- all public appointments (Chairs and Members) to Scottish public bodies
- Non-Executive Directors of the Scottish Government and its Agencies and Associated Departments
- Chairs and Board Members of NHS Bodies
- appointments to Tribunals, Appeals Boards, Advisory Committees and Inquiries
- ad hoc review or working groups, etc. under the auspices of Ministers
Daily fees may be uprated by a maximum of £11 in year 1 and £12 in years 2 and 3 of this multi-year Pay Policy. Annex A includes the Daily Fee Framework for 2025-26, 2026-27 and 2027-28.
