Building regulations - proposed review of fire safety topics: consultation
This consultation and the analysis of the responses to its questions will help inform our decisions on policy direction in response to the Cameron House Hotel recommendations and other aspects of Scottish building standards and fire safety regulation and guidance.
4 Proposed delivery programme
4.1 Programme
The following indicates the proposed updated programme to deliver the current fire safety standards review and the commitment on recommendations from the Cameron House Inquiry. Development
4.1.1. Stage 1 – Develop policy and laying of regulations
December 2024 - This consultation, setting out principles and supporting processes to allow changes to regulations and guidance to be confirmed as enabling actions.
Late 2024/ early 2025 - Continue research to identify the scope for further improvement in standards relating to combustible cladding in hotels, hostels and boarding houses.
April/May/June 2025 - Consultation analysis and finalise impact assessments; recommendation to Ministers.
October 2025 - Submission seeking approval to lay amendments to The Building (Scotland) Regulations 2004 to enable implementation of the proposed changes; supported by a Business and Regulatory Impact Assessment (BRIA).
4.1.2. Stage 2 – Develop and deliver guidance documents
Autumn/Winter 2025 - publish revised standards/guidance in Technical Handbooks.
Summer 2025 - amend regulations/ standards/guidance.
4.2 Implementation
4.2.1. Stage 3 – Revised standards come into force
Early 2026 – amended regulations, standards and guidance coming into force
Winter 2025/early 2026 – dissemination events
