Scottish Crown Estate Net Revenue Allocations 2017-2018 – Report Of Local Authority Expenditure
Report setting out local authority expenditure of net revenue generated from Scottish Crown Estate marine assets out to 12 nautical miles in 2017/18.
Headline
A total £7.2 million net revenue distributed to Local Authorities from Scottish Crown Estate marine assets out to 12 nautical miles, generated in 2017-18 directed at projects delivering coastal community benefit.
Background
This report sets out the first year of local authority spend from net revenue generated from Scottish Crown Estate marine assets out to 12 nautical miles, which was distributed September 2019. The revenues are shared between 26 councils with stretches of coastline and directed at projects delivering coastal community benefit. The second year of spend from revenue generated during 2018-19 by the Scottish Crown Estate marine assets out to 12 nautical miles will be reported 2021.
Scottish Ministers have agreed that annual allocations should be distributed to local areas in arrears following the finalisation of the annual accounts for the Scottish Crown Estate.
As global challenges relating to climate change wellbeing and COVID-19 intensify, to understand at the strategic level how these funds have been used across coastal communities, each project has been assigned one of eight primary objectives across the broad outcomes of local economy, place and environment.
The eight primary objectives are:
Environment:
1. Environmental enhancement
2. Emissions reduction or removal of waste
Local Economy:
3. Jobs
4. Tourism
5. Skills development
6. Diversification projects
Place:
7. Investment for community purpose
8. Climate change adaptation
It is a high level evaluation carried out by the Crown Estate Strategy Unit, within Marine Scotland, and has been reviewed by the relevant local authorities to describe how these funds have been used across Scotland. Some funds are still to be committed and some areas have been allocated below the de minimis threshold of £1,000, meaning that reporting of spend at project level is not required.
Total spend across the primary outcomes is illustrated in Figure 1.
The broad proportion of spend across the primary objectives by each local authority is provided in Table 1, based on the primary objective of each project.
